Terminals and Onshore Pipelines - Contingency Planning and Reporting

Action Needed

2 - 4 months before operation

Ensure Oil Pollution Emergency Plan is in place for the terminal. Currently no statutory requirement for chemical spill planning, but you may wish to include this in your OPEP.

Ensure any onshore pipeline has appropriate Safety Management System in place .

In event of spill

Report any oil spill to sea immediately to Harbour Master (if in a harbour area) or directly to HM Coastguard . Additional external and internal reporting requirements for an oil spill may apply and the OPEP should be referred to for full reporting details.
Any uncontrolled or accidental release from an onshore pipeline, which has the potential to cause the death of, major injury or damage to the health must be reported immediately via the RIDDOR website
Mobilise appropriate response as per OPEP or Safety Management System as appropriate.

Key Ongoing Compliance

Ensure appropriate spill prevention and response measures are in place.

Undertake regular oil and chemical spill response exercises as detailed in the OPEP or Safety Management System.

Ensure all personnel are trained in spill prevention, reporting and response measures.
